*excessive erosion. Cross-slope berms will be constructed on the north, east, and west slopes of
Modules 1 and 2 in lieu of benches.
The Preliminary Closure and Postclosure Plan will include an assessment of the impacts of
differential refuse settlement. This evaluation indicates that a minimum 15 percent side slope
would be required to maintain a 5 percent slope after settlement. Since the side slopes are
designed at 3:1 slope (33%), differential settlement should not present a grade reversal problem.
The cover will be designed to meet Title 27 standards or approved engineered alternative. The
cover will consist of a Title 27 prescriptive cap or other alternative cover, such as an evapo-
transporative cover if so approved by the regulators at the time of closure.
The final design will include a system of surface drainage facilities to control storm water run-on
and runoff during construction and operation, and after completion of the landfill. These
facilities will consist of ditches, culverts, and oversize drains. The project design will address
erosion issues by limiting water velocities and using erosion control structures (down drains, etc)
where necessary. A storm drainage detention basin will receive the majority of surface water
runoff from the landfill areas before discharge to the natural drainage channel.
Both the initial construction and final cover and any later repair work that involves the cover's
low hydraulic conductivity layer (if present) will be completed in accordance with an approved
construction quality assurance plan.
Page 31 of 48 Public Works/Solid Waste
North County RC&SL County of San Joaquin—November 30,2004
JTD
