INTRODUCTION General On behalf of San Joaquin County(County), Shaw Environmental Inc. (Shaw)has prepared this second semester and annual 2005 monitoring report for the North County Recycling Center and Sanitary Landfill (NCRCSL) in compliance with Waste Discharge Requirements (WDR) Order No. R5-2002-0219 issued by the California Regional Water Quality Control Board, Central Valley Region, on December 6, 2002. The NCRCSL is located at 17720 East Harney Lane, approximately nine miles east of Lodi (Figure 1). Land uses within 1,000 feet of the facility are primarily agricultural, residential, and livestock grazing. The average precipitation in the vicinity of the landfill is 17.5 inches per year. The NCRCSL is a single solid waste management unit, designated Class III, accepting non- hazardous municipal solid waste and inert waste, as defined in §20164 of Title 27. The site is 185 acres in area, comprised of lined modules, each constructed on an as-needed basis. The total capacity of the landfill is 16.2 million cubic yards. The active life of the facility is estimated to be approximately 31 years,based on current disposal rates and capacity. The current active fill area is in Module 3 and 4 (Figure 2) and the monthly quantity of waste discharged is shown below.
