Based on our study, the North <br /> County Recycling Center and Sanitary Landfill has a maximum theoretical traffic service <br /> capacity of over 1,030 incoming refuse vehicles per day. <br /> The limiting function at our facility occurs at the "self-haul" side of the Materials Recovery <br /> Facility (MRF), where a maximum 610 incoming self-haul vehicles per day can be served. <br /> Long-term expansion of that function can be provided by building an additional self-haul facility <br /> east of the present facility. <br /> The capacities of other open-air activities, such as disposal at the active landfill face and green <br /> waste processing, can be easily increased at the discretion of site operations personnel. <br /> These options are described more fully in the report. <br /> Your letter also asks about the ability of the facility to process refuse at the proposed new <br /> permit limit of 1,200 tons per day. Disposal of the increased tonnage can be accomplished <br /> easily by fully utilizing existing equipment, which is presently not fully utilized (see page 2-18 of <br /> the Final EIR, certified December 6, 2006). The purchase of back-up equipment will allow the <br /> site to accommodate future gradual increases in refuse inflow. <br /> This document also addresses the comment on page 5 from Ms. Teri Wion of the California <br /> Integrated Waste Management Board. <br /> It is my understanding that the documents remaining to be submitted in completion of this <br /> permit application are the revision to the Joint Technical Document and the <br />
