You asked that the facility design be evaluated to determine the capacity regarding the proposed permit limit of 850 incoming refuse vehicles per day. Based on our study, the North County Recycling Center and Sanitary Landfill has a maximum theoretical traffic service capacity of over 1,030 incoming refuse vehicles per day. The limiting function at our facility occurs at the "self-haul" side of the Materials Recovery Facility (MRF), where a maximum 610 incoming self-haul vehicles per day can be served. Long-term expansion of that function can be provided by building an additional self-haul facility east of the present facility. The capacities of other open-air activities, such as disposal at the active landfill face and green waste processing, can be easily increased at the discretion of site operations personnel. These options are described more fully in the report. Your letter also asks about the ability of the facility to process refuse at the proposed new permit limit of 1,200 tons per day. Disposal of the increased tonnage can be accomplished easily by fully utilizing existing equipment, which is presently not fully utilized (see page 2-18 of the Final EIR, certified December 6, 2006). The purchase of back-up equipment will allow the site to accommodate future gradual increases in refuse inflow. This document also addresses the comment on page 5 from Ms. Teri Wion of the California Integrated Waste Management Board.
