This document addresses the comment on page 5 of Ms. Teri Wion's <br /> letter dated November 3, 2006, submitted in review of the Draft Environmental Impact Report for the <br /> proposed Permit Revision of that facility. <br /> Ms. Wion asked that design capacity calculations for the Materials Recovery Facility (MRF) be <br /> included. As discussed, we have not been able to locate these calculations in our files. Instead, we <br /> were able to measure directly the capacity of the self-haul vehicle side of the MRF, and estimate the <br /> capacity of the entire MRF from this measurement. Based on this, the MRF can process up to 833 <br /> incoming refuse vehicles per 10-hour day. This value exceeds the 740 vehicles per day that would <br /> be processed at the MRF on a day that reaches the proposed new permit limit of 850 vehicles per <br /> day (approximately 87% of the vehicles entering the facility during high-traffic-volume days are <br /> customers for the MRF). On such heavy-traffic days we intend to divert selected self-haul traffic to <br /> the active landfill face to reduce customer wait times. Construction of an additional self-haul facility <br /> is also discussed in this document. <br /> This document also addresses item 1 of the comment letter from Mr. Robert McClellon of the San <br /> Joaquin County Environmental Health Department dated November 1, 2006, which expressed <br /> similar concerns. <br /> If you have any questions, please contact me at 468-8504. <br /> Sincerely, <br /> W.
