J. SAFETY PROCEDURES FOR WELL DRILLING AND CONSTRUCTION <br /> ® 1 . One person should be present at all times during construction. This person shall <br /> ® have the sole responsibility of assuring the observance of all safety procedures, <br /> ® and will be trained in the use of all recommended safety equipment. <br /> ® 2. Smoking shall not be permitted within 50 feet of a boring. No smoking on the <br /> ® landfill is preferred. <br /> ® 3. Fire extinguishers should be on hand during drilling (two 20:A-80:BC <br /> ® extinguishers are recommended). The. drilling crew should be alert for the <br /> ® potential for the:drill auger to spark against rock or metal causing a serious fire <br /> in the boring. LFG will typically burn almost invisibly under such <br /> ® circumstances. Fires should beextinguished by covering the boring with earth <br /> ® materials by using earth moving equipment. As a contingency before drilling, <br /> arrangements should be made to have a loader or equivalent equipment <br /> available or on call in case of a boring fire. <br /> 4. Any personnel working near the edge of a well (greater than .12 inches in <br /> ® diameter) under construction shall wear a parachute-type harness and safety <br /> ® line tied to an immobilized drill rig or some other safe immobilized structure, <br /> and/or shall work with a drilling platform in place. Due to the typically oxygen <br /> ® deficient environment "down hole," an individual who fell "down hole," even <br /> ® a short distance, would likely not survive until recovered. For this reason, it is <br /> ® preferable that all individuals working in the vicinity of drilling activities be <br /> ® tethered. <br /> ® 5. No worker shall be allowed to work alone at any time near the edge of the well <br /> ® under construction. At least one other worker shall be present, beyond the <br /> ® areas considered to be subject to the possible effects of LFG or cave-in. The <br /> ® number of persons working near the boring should also be limited to only the <br /> ® number necessary to accomplish the task, however there should always be <br /> sufficient workers present nearby to remove an injured worker or summon help. <br /> ® 6. During drilling, special consideration must be given to the less stable conditions <br /> ® represented by refuse, vis-6-vis compacted soil. Refuse must be considered <br /> ® more prone to instability that may cause side wall failure of the boring at any <br /> time. If this were to occur, the magnitude of the failure could be substantial. <br /> ® Individuals present at the time of failure could be buried in an oxygen deficient <br /> ® environment. <br /> ® <br /> It is imperative p that the personnel performing drilling work remain alert at all <br /> times to changing subsurface conditions and signs of impending physical failure <br /> ® such as fissures, etc_ It is not uncommon to experience a -hollowing out- <br /> ® <br /> ® 1:17 <br />
