This volume includes refuse, daily and intermediate soil cover, final cover, and LCRS and operations soil at the landfill base. z "Fill Capacity" is the volume between the underside of the final cover and the surfaces the base liner components. This is the volume in which refuse is placed prior to closure, and includes refuse, daily soil cover, and intermediate soil cover. This volume does not include final cover, the operations soil layer at the landfill base, or LCRS drainage materials. 3 `Remaining Fill Capacity' is the volume between the underside of the final cover and the surfaces of existing refuse fill as of March 13, 2009, and the surface of future base liner components. 4 Berm volume not included in capacity quantities. 5 Based on refuse -to -soil ratio of 5:1. 6 Based on placing an additional 4 -foot thickness of soil over an existing partial soil cover, to achieve the 5 -foot thick final cover over a 185 -acre closure area. Alternative cover profiles using less soil may be proposed.
