0 6.2.5 Emergency Contact List
Call the following numbers in case of emergency at San Joaquin County Solid Waste Facilities.
• Any time, in case of emergency (fire, sheriff, ambulance): 911
• Other urgent needs during normal working hours: (209) 468-3066
(Monday through Friday, 8:00 AM to 5:00 PM)
• Other urgent needs after normal working hours: (209) 468-3074-3
This number will reach 24-hour security personnel at the Public Works Department.
Explain the situation, and this person will contact the appropriate responsible party.
6.3 WASTE HANDLING (ACTIVE LANDFILL FACE)
Refuse is delivered to the active face by refuse transfer trucks, large commercial haulers, or by
is "internal transfer" vehicles carrying non -recyclable material from the Recycling Center.
Tarps are used as alternate daily cover (ADC) at this time. The tarps are removed from the
surface of the working area at the beginning of each work day, and replaced at the end of the
day.
After delivery to the active face, refuse is spread in lifts approximately two feet thick in an area of
approximately 100 feet x 90 feet, or other dimension appropriate for the tarp or other cover.
The working area is controlled by the GPS, following a surface design by County staff. Computer
screens in the bulldozer and compactor inform the operators of their horizontal and vertical
location in relation to the surface design.
Waste is placed within the working area until the end of the day, when the refuse is covered with
tarps or soil. If the maximum local height is reached during the day, then soil cover is placed over
the refuse at that final elevation, and refuse placement is begun at an adjacent area, also with the
fill guided by GPS and the fill surface design.
North County RC&SL Page 39 of 68 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — October 10, 2014
