0 6.8 ENVIRONMENTAL CONTROLS
Nuisance is defined in Title 27 as "anything which is injurious to human health or is indecent or
offensive to the senses and interferes with the comfortable enjoyment of life or property".
Operations at NCRC&SL are conducted to control nuisance at the site.
6.8.1 Fire Control
The scale house, recycling center, Employee/Maintenance Building, and pumphouse are
equipped with fire sprinklers and wall mounted fire extinguishers. Several fire hydrants are
available on site, including one near the water tank for use by fire -fighting equipment (Plate 2).
The hydrants are pressurized by a diesel -powered pump that automatically activates to maintain
pressure at the fire hydrants.
Heavy equipment and vehicles are equipped with fire extinguishers. Additional fire prevention is
provided by removing debris from undercarriages and engine compartments.
Fire extinguishers are checked monthly and replaced as needed. The Fire Department visits the
site approximately once each year to train employees in their use.
Fires at the landfill will be extinguished by site personnel by smothering the fire with soil. On-site
water trucks can also be used to apply water if needed. Equipment used for fire control consists
of one water truck, dozers, and loaders to put soil over the fire.
To prevent fires from spreading to neighboring properties, a firebreak is maintained along the
site's eastern, western, and southern perimeters (Plate 2). The firebreak is maintained with the
use of a motor grader where landfill access roads do not provide this protection. The firebreak is
located just on the inside of the perimeter roadway and is approximately 10 feet in width.
The Linden Fire Department provides firefighting services to the facility.
North County RUSL Page 45 of 68 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — October 10, 2014
