0 6.8.5 Drainage and Erosion Control The NCRC&SL utilizes several facilities to control run-on and run-off. A perimeter berm around the waste management unit prevents any run-on to the waste. This perimeter berm, along with a series of ditches, also controls all surface run-off during storm events, and directs surface run-off from the landfill to an interim retention basin on the east side of the site (Plate 3). During the year, the County repairs and regrades (if needed) the storm water conveyance structures to prevent water ponding over refuse. GPS guidance of refuse fill maintains proper slope to minimize infiltration. Erosion control on surfaces that have reached their near -final elevation will be provided by establishing vegetation and constructing drainage berms or benches to direct storm water away from refuse fill areas toward the existing storm water facilities. Best management practices are implemented at the landfill (see the Stormwater Pollution Prevention Plan in Appendix F). The landfill's stormwater sampling plan conforms to their NPDES permit. Each year the County submits an Annual Storm Water Protection Report to the RWQCB. The temporary run-on and —off controls for the fill area and excavation areas is accomplished by the design of the active tipping areas and the method of daily operation. Surface water in the fill area is directed away from the refuse. A berm is placed at the down gradient edge of the daily cell to collect surface water that might run off the exposed waste as a part of daily operations during times of surface water runoff. 6.8.6 Final Surface Drainage Final surface drainage provides for the delivery of rainwater to the wetlands area north of the landfill, to the west and to the south onto neighbors' properties along historic drainage paths (Appendix B, Drawing 1).
