v <br />7 RECYCLING CENTER AND RELATED ACTIVITIES <br />The following sections describe the operations of the Recycling Center at the time of this JTD <br />submittal. Activities will be adjusted as needed to address the needs and objectives of the site. <br />7.1 GENERAL <br />Design requirements of the Recycling Center, including those for public use included: <br />• Customers are protected by a grade separation between their parking location and the <br />area below where the heavy equipment operates. <br />• Self -haul and commercial customers are separated. <br />• Recyclable materials are separated manually from the non -recyclable material. Recycled <br />materials are placed in bins on the north side of the Recycling Center, and the non - <br />recycled materials are placed in bins on the south side. <br />• The capacity of the Recycling Center is based on the rate of vehicles served: 92 vehicles <br />per hour (Emcon, 1990, Entrance Facility Design, North County Sanitary Landfilo. <br />Nuisance control per Title 27 Section 17408.5 is accomplished by compliance with CEQA and <br />mitigation measures identified in the EIR (Section 1.6) and as described in this JTD. <br />7.2 MATERIALS RECEIVING <br />7.2.1 Types and Quantities of Material <br />In 2013, approximately 16,400 tons of material was received at the Recycling Center, of which <br />approximately 66% was salvaged for recycling. The remaining solid waste, including non- <br />salvageable items and materials) was disposed at the active landfill face (Table 4).
