North County Sanitary Landfill -2- 11 January 2016 <br /> San Joaquin County <br /> In additon, Provision G.8.b of the WDRs required the Discharger to prepare a report on the <br /> condition and operational status of the suction lysimeters. Staff reviewed the document dated 8 <br /> June 2010. The document is inadequate because there is no reference to type of lysimeter used <br /> (Brand name, model number, etc), soil conditions surrounding each lysimeters, operational <br /> range of the lysimeters, or the manufactures operating parameters. The manufacturer or <br /> lysimeter manual should be consulted to determine this information. <br /> Summary <br /> The DMP at the NCSL is inadequate to monitor the groundwater flow direction and gradient at <br /> the northern boundary of the WMU. To meet the requirements of Monitoring Specification E.1, <br /> and Title 27, Section 20420, the Discharger shall prepare a work plan by 15 December 2015 to <br /> address the following items: 1) Installation of two groundwater monitoring wells. One well shall <br /> be installed along the northern boundary of the WMU and a second located northeast of the <br /> WMU. 2) Deepen wells G-1 and G-6. 3) Evaluate the suction lysimeter system. This evaluation <br /> shall include: <br /> a) specifics of the instrument used, <br /> b) manufacturers operating recommendations, <br /> c) operational range of lysimeter, <br /> d) soil type instruments were installed in, etc. <br /> 4) The Discharger shall revise the Lysimeter Sampling and Analysis Plan (SAP) to reflect <br /> operating changes (if any) following review of the manufacturers recommendations. The work <br /> plan shall also include if necessary, plans to repair or replace any lysimeters that are not <br /> functioning up to manufacuturers specifications. <br /> The Discharger may submit PDF documents to either the <br /> centralvalleysacramento(cr�.waterboards.ca.gov email or submit the documents to Geotracker. If <br /> documents are already being submitted to Geotracker, continue to do so.
