Non-Water Release Corrective Action Plan
North County Recycling Center and Sanitary Landfill
3.0 LANDFILL CONFIGURATION
This section of the NWCAP describes the existing landfill environmental control systems and
surface water control systems.
3.1 Landfill Gas Migration Monitoring and Control System
The NCRCSL has a perimeter landfill gas migration monitoring system that consists of 18 triple-
probe soil gas wells (SG-1 through SG-3 and SG-8 through SG-22). It is anticipated that four
other single-probe soil gas wells (SG-4, SG-5, SG-6, and SG-7) will be decommissioned prior to
closure. The site also has a landfill gas control system that consists of,a series of thirteen
horizontal gas extraction wells (HC-1 through HC-13) and seven vertical gas extraction wells
(GX-1 through GX-7). The horizontal wells have been installed (but, are not connected) to
provide supplemental extraction of landfill gases after closure if the vertical extraction wells
cannot control the emissions.
3.2 Groundwater Monitoring System
Water quality is monitored consistent with WDR Order No. 115-2002-0219. The groundwater
monitoring network presently consists of six groundwater monitoring wells. It is anticipated
that approximately four additional groundwater monitoring wells will need to be added during
the operational life of the landfill prior to closure, providing a total of 10 groundwater
monitoring wells to be maintained and monitored during the post-closure period (Shaw, 2010).
3.3 Surface Water Controls
As described above, stormwater run-off from the landfill is controlled by a series of top-deck
berms, side-slope benches, downdrain pipes, and perimeter drainage ditches. Most water is
conveyed to a northern stormwater retention basin. A portion of the stormwater enters the
mitigation area from the north-west corner of the permitted fill area.
The permanent stormwater run-off and drainage control facilities were designed to carry the
peak discharge resulting from a 100-year, 24-hour storm event, as required by 27 CCR, Section
20320 for a Class III waste management unit.
4.0 REASONABLY FORESEEABLE NON-WATER IMPACTS
The following scenarios of non-water impacts associated with known or reasonably foreseeable
site damage scenarios have been developed in accordance with CalRecycle's BMPs for
Preparing Site-Specific Non-Water Quality Corrective Action Plans (CalRecycle, 2010).
4.1 Seismically-Induced Impacts
Seismically-induced impacts are those that result from a large earthquake that occurs within a
2013.A135 I N:\San Joaquin\North County\Non-Water Release CAP\Final Report\North County_NWCAP_Report_Final.docx
July 2014,Rev.0 3
