Non-Water Release Corrective Action Plan <br /> North County Recycling Center and Sanitary Landfill <br /> 1.0 INTRODUCTION <br /> This report presents a Site Specific Non-Water Release Corrective Action Plan (NWRCAP)for the <br /> North County Recycling Center and Sanitary Landfill (NCRCSL) that addresses the potential <br /> damage that can be caused by a reasonably foreseeable causal event that exceeds the landfill's <br /> existing design standard in accordance with CCR Title 27, Section 22101. <br /> Potential reasonably foreseeable causal events to be considered, as identified by the California <br /> Department of Resources Recycling and Recovery (CalRecycle) Proposed Best Management <br /> Practices (BMPs) (see Section 8.0 for reference) for Preparing Site-Specific Non-Water Quality <br /> Corrective Action Plans, include: earthquakes, precipitation, flooding,fire, seiche, and tsunami. <br /> 1.1 Background <br /> The NCRCSL is an active, lined, Class III landfill located at 17720 Harney Lane, Lodi, San Joaquin <br /> County (County), California (Figure 1). The NCRCSL is owned and operated by the County <br /> Department of Public Works and has been since opening in 1991. <br /> The facility area covers approximately 320 acres, of which 185 acres are permitted for waste <br /> disposal. The remaining area is comprised of open space, including some wetlands (Figure 2). <br /> Access roads, stormwater sedimentation basin, setbacks, office and maintenance buildings, <br /> gate house, recycling center, and scales are located in areas that will one day receive refuse. <br /> The land use surrounding the landfill property is for agriculture (farming and livestock grazing). <br /> The landfill is operated in accordance with Solid Waste Facility Permit (SWFP) 39-AA-0022 <br /> issued by County of San Joaquin Environmental Health Department and with Waste Discharge <br /> Requirements (WDRs) order number 115-2002-0219 issued by Regional Water Quality Control <br /> Board (RWQCB). The NCRCSL receives solid waste and recyclable materials in the form of <br /> residential waste, green waste, wood waste, metals, paper products, glass, tires, plastic, <br /> agricultural waste, inert waste, treated wood waste, construction and demolition debris, and <br /> commercial/industrial waste from both the public and contract carriers. A Load Checking <br /> Program is in place that inspects incoming refuse to exclude household hazardous waste. Large <br /> dead animals may be received on a case-by case exemption in the instance of a health <br /> emergency such as the death of a significant number of cattle or other livestock. <br /> 2.0 GEOLOGIC AND HYDROGEOLOGIC OVERVIEW <br /> 2.1 Site Geology and Hydrogeology <br /> The geology and hydrogeology of the NCRCSL has been summarized from the report prepared <br /> by EMCON (1988a). <br /> The landfill is located near the northeastern edge of the San Joaquin Valley.
