It is the intent of CITY and COUNTY that CITY and COUNTY <br /> shall recover Landfill costs through charges to users of the <br /> 'Landfill. Excess revenues shall be carried forward to cover <br /> t <br /> operating costs of future years. Any derating deficit shall be <br /> paid from previous years balance. In the event the balance is <br /> insufficient to cover deficits, the deficit shall be assessed <br /> equally against CITY and COUNTY. Said assessment shall be con- <br /> sidered a loan to Landfill to be repaid from proceeds of Landfill <br /> charges in subsequent years operations. <br /> 10. On or about March 1 every year, CITY shall submit to <br /> COUNTY a proposed budget for the ensuing fiscal year commencing <br /> the following July 1 and expiring on June 30.
