EVALUATION OF GROUND -WATER MONITORING DATA <br />Volatile organic compounds will be used as "indicator" parameters for <br />migration of contamination from the landfill. The use of a statisti- <br />cal test to identify significant increases in concentrations of <br />volatile organic compounds is unnecessary because these compounds are <br />not naturally occurring in the environment. Accordingly, the water - <br />quality protection standards proposed for the site are the Practical <br />Quantitation Limits (PQLs) for the volatile organic compounds, as <br />specified in EPA Method 8240 (Tett. Methods for Evaluating Solid Waste: <br />Physical/Chemical Methods, EPA SW -846, 3rd Edition, November 1986). <br />Our experience has shown that the detection limits achievable by most <br />laboratories are generally equivalent to the PQLs. The ground -water <br />volatile organic compound data will be evaluated according to the <br />procedures presented below. <br />If a priority pollutant volatile organic compound is detected above <br />its PQL for a monitoring well or surface -water sampling point during <br />routine quarterly sampling and the quality control/quality assurance <br />data for the sampling event does not reveal any evidence that the <br />analytical data is anomalous or invalid, then the well or sampling <br />point will be resampled. If reanalysis indicates the presence of <br />volatile organic compounds, a verification monitoring program will be <br />instituted for that well or sampling point. It is anticipated that <br />the verification monitoring program will consist of three consecutive <br />monthly sampling events for the well or sampling point suspected of <br />containing contamination. Based on the results of this verification <br />sampling, one of three actions will be taken: (1) return to detection <br />monitoring (if the contamination is not detected again), (2) expand <br />the verification program, or (3) develop a corrective action plan. <br />The inorganic and general water -quality analytical results for the <br />annual sampling of the detection monitoring wells and surface -water <br />sampling points will be qualitatively evaluated.
