1 <br />11 <br />11 <br />0 <br />11 <br />PREFACE <br />Part 1 of this document presents the Solid Waste Assessment Test <br />(SWAT) proposal for the Corral Hollow Sanitary Landfill located in San <br />Joaquin County, California. Implementation of a SWAT program by all <br />landfill owners is required by the Calderon Bill (AB 3525), which was <br />incorporated into the California Water Code (Section 13273) in 1984. <br />The program's purpose is to determine if hazardous waste constituents <br />have migrated from landfill sites in California. In order to provide <br />reliable information on possible hazardous waste migration, the <br />program requires an analysis of surface and ground water immediately <br />outside of or under each landfill site. Because the Corral Hollow <br />Sanitary Landfill is a Rank 2 site, the County of San Joaquin Depart- <br />ment of Public Works must submit a SWAT report to the Regional Water <br />Quality Control Board (RWQCB) by July 1, 1988. <br />The SWAT guidance documents prepared by the State Water Resources <br />Control Board (SWRCB) in March, July, and October 1986 suggest prepa- <br />ration and submittal of a SWAT proposal to the RWQCB for approval <br />prior to commencing the SWAT investigation. This SWAT proposal <br />closely follows the format suggested in the guidance documents. <br />Findings from the RWQCB-approved SWAT investigation will be presented <br />in the SWAT report. <br />The SWAT proposal and ground -water monitoring plan for the Corral <br />Hollow Sanitary Landfill are presented together in this document to <br />avoid unnecessary repetition of information common to both proposals. <br />Most of this common information is presented in Part 1. Part 2 of <br />this document is a proposed surface and ground -water monitoring <br />program designed to bring the Corral Hollow Sanitary Landfill into <br />compliance with water -quality monitoring requirements of Subchapter <br />15, Title 23 of the California Administrative Code (CAC). <br />i <br />EIYICon Associates <br />
