1.0 INTRODUCTION <br /> The Corral Hollow SanitaryLandfill is located adjacent to Corral <br /> J <br /> Hollow Creek and Interstate 580 approximate 5 miles South of the city <br /> of Tracy in San Joaquin County. The 43-acre Class III landfill re- <br /> ceives approximately 1,000 cubic yards of solid waste materials per <br /> day. The landfill is jointly owned by San Joaquin County and the city <br /> of Tracy. The county is responsible for engineering and design of the <br /> landfill . The city is responsible for on-site operations. <br /> The Calderon amendments to the Health and Safety Code (HSC Sec- <br /> tion 41805.5) require that landfill owners analyze landfill gas and <br /> ambient air and report the results to their local air pollution con- <br /> trol district (APCD) . In a December 18, 1986 publication, Je <br /> Guidelines for Active Solid Waste Disposal Sites (Guidelines) , the <br /> California Air Resources Board (ARB) established guidelines for such <br /> testing programs. According to the Guidelines, the testing programs, <br /> called air quality solid waste assessment tests (ASWATs) , must provide <br /> enough information to allow the APCD to <br /> • Characterize the gas stream within the landfill <br /> • Determine whether specified air contaminants are present <br /> in ambient air at the site boundaries <br /> • Determine whether subsurface landfill gas is migrating <br /> off site <br /> After evaluating ASWAT results from a site, the APCD determines <br /> whether that site poses a public health risk and if additional moni- <br /> toring or remedial actions are required. <br /> To fulfill the ASWAT requirements for the Corral Hollow Sanitary <br /> Landfill , EMCON Associates developed an ASWAT proposal (see Appen- <br /> dix A) . The proposal , including the workplan which identified sample <br /> locations, sampling procedures, and analytical test methods, was <br /> submitted to the San Joaquin County Air Pollution Control District <br /> PJ9 9390304.00D 1-1 Rev. 0 09/20/88 <br />
