I. INTRODUCTION <br /> The Corral Hollow Sanitary Landfill is located in southwest San <br /> Joaquin County approximately 5 miles south of the City of Tracy <br /> on Corral Hollow Road near State Highway No. 580. A vicinity map <br /> showing the site location is shown as Figure 1. <br /> The site property is currently owned jointly by the City of <br /> Tracy and San Joaquin County. It is operated as a Class II-2 <br /> sanitary landfill by the City of Tracy under Solid Waste Facility <br /> Permit Number 39-AA-005 issued by the San Joaquin Local Health <br /> District, and Waste Discharge Requirement Order Number 75-115, <br /> issued by the California Regional Water Quality Control Board, <br /> Central Valley Region (RWQCB) . Under these documents the site <br /> has 45 acres permitted for landfilling. A copy of the Solid <br /> Waste Facilities Permit for the landfill is in Appendix A. <br /> Following is an Engineering Review which is being submitted to <br /> comply with requirements of Title 14 of the California Code of <br /> Regulations (CCR) Section 17751 and in reply to a letter dated <br /> May 16, 1988 from the California Waste Management Board (CWMB) to <br /> the City of Tracy. This engineering review was prepared by the <br /> San Joaquin County Department of Public Works. The County <br /> requested a 60 day extension from the San Joaquin Local Health <br /> District, which is the Local Enforcement Agency (LEA) for the <br /> landfill, to change the original due date of the review from <br /> October 1, 1988 to November 30, 1988. This request was granted <br /> by the Health District on September 15, 1988. (The San Joaquin <br /> Local Health District is the LEA for the landfill, therefore, all <br /> further reference to the LEA in this report will refer to this <br /> agency) . Correspondence regarding submission dates for this <br /> Engineering Review is contained in Appendix B. <br /> In addition to the Engineering Review contained in this report, <br /> the CWMB requested an updated Report of Disposal Site <br /> Information (RDSI) for the site, and that both these reports be <br /> submitted to the LEA along with an application for permit review. <br /> To comply with the CWMB request, the San Joaquin County <br /> Department of Public Works prepared both reports concurrently. <br /> These reports are combined in a Report of Facility Information <br /> (RFI) . The following engineering review is Part One of the RFI <br /> and the updated RDSI is part Two of the RFI. Much of the <br /> information discussed in both reports is similar. However, the <br /> Engineering Review is more comprehensive and also contains an <br /> evaluation section. Since the Engineering Review describes much <br /> of the information required for the RDSI, the RDSI refers to <br /> Sections of the Engineering Review where the information would be <br /> repetitive. The Engineering Review and RDSI are written as <br /> separate reports in that they contain their own figures and <br /> Tables, however, they are bound together as Part I and II and <br /> share the same Appendices of the RFI. <br /> 9 <br />
