PREFACE
The Corral Hollow Sanitary Landfill is located in southwest San
Joaquin County approximately 5 miles south of the City of Tracy
on Corral Hollow Road near State Highway No. 580. A vicinity map
showing the site location is shown as Figure 1 on the following
Page•
The site property is currently owned jointly by the City of
Tracy and San Joaquin County. It is operated as a Class II-2
sanitary landfill by the City of Tracy under Solid Waste Facility
Permit Number 39-AA-005 issued by the San Joaquin Local Health
District, and Waste Discharge Requirement Order Number 75-115,
issued by the California Regional Water Quality Control Board,
Central Valley Region (RWQCB) . Under these documents the site
has 45 acres permitted for landfilling. A copy of the Solid
Waste Facilities Permit for the landfill is in Appendix A.
Following is a Report of Facility Information (RFI) for the
Corral Hollow Sanitary Landfill. This report was prepared to
comply with requirements of Title 14 of the California Code of
Regulations (CCR) Section 17751 and in reply to a letter dated
May 16, 1988 from the California Waste Management Board (CWMB) to
the City of Tracy. In this letter, the CWMB requested that an
updated Report of Disposal Site Information (RDSI) and an
Engineering Review be prepared for the site and that both reports
be submitted to the Local Enforcement Agency (LEA) by October 1,
1988 along with an application for permit review. The County
requested a 60 day extension from the LEA, which is the San
Joaquin Local Health District (SJLHD) , to change the original due
date of the review from October 1, 1988 to November 30, 1988.
This request was granted by the SJLHD on September 15, 1988.
Correspondence regarding submission dates for this Engineering
Review is contained in Appendix B.
To comply with the CWMB request, the San Joaquin County
Department of Public Works prepared both the updated RDSI and
Engineering Review reports concurrently and combined these
reports as this Report of Facility Information (RFI) . The
engineering review is Part One of this RFI and the updated RDSI
is Part Two of this RFI. Much of the information discussed in
both reports is similar with the Engineering Review being more
comprehensive and also containing an evaluation section. Since
the Engineering Review describes much of the information required
for the RDSI, the RDSI refers to Sections of the Engineering
Review where the information would be repetitive. The
Engineering Review and RDSI are bound together as the body of
this RFI and also share the same Appendices. However, in other
regards these reports are written to stand alone with their own
title pages, table of contents, introductions, report sections
and list of references.
2
