3. Control of Litter: <br /> As indicated in Section I.D. (3) above, the landfill has <br /> experienced litter problems in the' past. Improvements to the <br /> perimeter litter fence and increased policing of this fence have <br /> helped to reduce a past site deficiency. This litter pickup <br /> should be performed regularly. In addition, it is recommended <br /> that temporary litter fences be installed close to the working <br /> face. These litter fences would be easier to police and would <br /> catch windblown litter before it becomes scattered over the site. <br /> By catching litter before it reaches the perimeter fence, a <br /> litter fence near the working face would improve the appearance <br /> of the site and also limit the amount of litter which may pass <br /> through the perimeter fence and be deposited on neighboring <br /> properties. <br /> 4. Exclusion of Prohibited Waste: <br /> It is recommended that the proposed hazardous waste exclusion <br /> program be implemented at the site as soon as possible. The <br /> program should effectively limit attempts at disposal of such <br /> waste and will serve to improve the environmental quality of the <br /> landfill operations. <br /> 47 <br />
