The Subchapter p r 15 groundwater detection monitoring program <br /> proposed for the site will be implemented when the new Waste <br /> Discharge Requirements are adopted by the RWQCB for the landfill. <br /> XIII. Landfill Gas Monitoring and Control: <br /> In July 1988, an Air Quality Solid Waste Assessment Test Report <br /> (AQSWAT) was performed at the site to comply with Health and <br /> Safety Code, Section 41805.5. The purpose of the AQSWAT was to: <br /> (1) characterize the gas stream within the landfill (2) <br /> determine whether specified air contaminants are present in <br /> ambient air at the site boundaries, and (3) determine whether <br /> subsurface landfill gas is migrating off site. Performance of <br /> the AQSWAT included installation of perimeter landfill gas <br /> monitoring probes. <br /> According to provisions of the law, the San Joaquin Local Air <br /> Pollution Control District approved the AQSWAT proposal and then <br /> received a copy of the AQSWAT Report. The District is to review <br /> the report and submit a copy of the report, with its findings, <br /> to the California Air Resources Board. The Air Board will then <br /> submit a report to the California legislature regarding the <br /> finding for the AQSWAT's performed for all disposal sites in the <br /> state. A copy of the AQSWAT for the Corral Hollow Sanitary <br /> Landfill is included as Appendix D of this RDSI (bound separately <br /> due to its large size) . Details on the landfill testing at the <br /> site are contained in Section IV of the AQSWAT Report. <br /> XIV. Postclosure Land Use: <br /> The present plan is to reserve the site after closure for open <br /> space and wildlife habitat. <br /> XV. Management Organization of Site Operator: <br /> A. Technical division: <br /> Technical work relating to site management is performed <br /> by the City of Tracy Department of Public Works, the <br /> San Joaquin County Department of Public Works, Solid <br /> Waste Division and engineering consulting firms which <br /> are contracted by these agencies as needed. <br /> B. Administrative and operating <br /> personnel: <br /> Site administrative management is performed by the City <br /> of Tracy Department of Public Works in conjunction with <br /> 13 <br />
