r <br />INTRODUCTION <br />This report presents the closure and postclosure plan for the Corral <br />Hollow Sanitary Landfill, located in the Central Valley approximately <br />5 miles southwest of the City of Tracy. The City has operated the <br />landfill for over 20 years, and jointly owns the facility with the <br />County of San Joaquin. The 45± -acre site is a fully permitted <br />Class III disposal facility. <br />Waste Discharge Requirements (WDRs) were issued by the California <br />Regional Water Quality Control Board (RWQCB) in 1976 in accordance <br />with Title 23 of the California Administrative Code, Subchapter 15, <br />"Discharges of Waste to Land." The WDRs specify that a site closure <br />plan be proposed as part of the closure requirements. <br />After the RWQCB issued the WDRs for the site, the California Water <br />Resources Control Board (CWRCB) initiated a program to significantly <br />modify Subchapter 15 regulations. The revised regulations, which <br />became effective November 27, 1984, included Section 2597. This <br />section requires that a broader scope of technical review and more <br />detailed site characterization be performed and included in the clo- <br />sure and postclosure plan. <br />To comply with the requirements of Section 2597, EMCON Associates con- <br />ducted a waste management review at the site to develop closure cri- <br />teria. The closure and postclosure plan presented herein incorporates <br />the engineering and hydrologic data from the review. By implementing <br />the plan at the Corral Hollow Sanitary Landfill, the City and County <br />will bring the landfill into compliance with the RWQCB's provisions <br />and protect the surface -water and ground -water quality after closure. <br />PJ9 9390310.00D 1 <br />Mon Associates <br />
