1. SITE DESCRIPTION
Pursuant to Technical Directive Document number F9-8712-023, Ecology and
Environment, Inc.'s Field Investigation Team (E&E FIT) conducted a
Screening Site Inspection at the Corral Hollow Sanitary Landfill (CHSL)
in Tracy, California on March 22, 1989. This report summarizes E&E
' FIT's investigative efforts and draws conclusions regarding the site's
eligibility for inclusion on the National Priorities List (NPL).
The Corral Hollow Sanitary Landfill, also known as the Tracy Municipal
Landfill, is a refuse and burn disposal site located approximately five
miles south of the City of Tracy, California (see Figure 1-1). This
43-acre facility has been in operation since the mid-1940s and is
' jointly owned by the County of San Joaquin and the City of Tracy (7).
CHSL is a Class III waste disposal site and operates under Waste
Discharge Requirement Order No. 75-155, issued by the California
Regional Water Quality Control Board (RWQCB) in accordance with Title 23
of the California Administrative Code, Subchapter 15. The Corral Hollow
Sanitary Landfill is not currently listed in the EPA Resource
Conservation and Recovery Act (RCRA) database.
Prior to the establishment of a landfill at the site in 1946, a gravel
quarry was in operation. Between 1959 and 1965, the site was expanded
by approximately 30 acres to include the land that is presently being
used for refuse disposal. The land in the surrounding area is used
primarily for grazing and agriculture (3).
' The types of waste disposed of at CHSL include residential, commercial,
construction and agricultural debris. The facility is not permitted to
' accept hazardous wastes, designated wastes (wastes that do not meet
acceptance criteria specific to CHSL such as asbestos, ash, and
' contaminated soil), or liquid wastes. The landfill's remaining service
life is estimated to be 5.7 years with a remaining refuse capacity of
479,000 tons. CHSL receives approximately 850 cubic yards of solid
' waste materials each day from the City of Tracy and the surrounding area (3).
1-1
sa/tm/chl/si
