APPARENT PROBLEM <br /> As previously stated, the Corral Hollow Sanitary Landfill is designated <br /> as a Class III disposal facility (Class II-2 sites were redesignated by <br /> the California Department of Health Services (DOHS) as Class III <br /> ' facilities in 1984) (15). In May 1970, a report prepared by the <br /> California Department of Water Resources stated that, in the past, <br /> Class I wastes that had been disposed of at the site included pesticide <br /> ' containers and drilling muds. Photographs of an oily pond and pesticide <br /> containers appeared in the report (12). <br /> According to the Preliminary Assessment of the site prepared by the <br /> ' California Department of Health Services, the Celotex Corporation has <br /> apparently been disposing of powdered isocyanate chemicals, aluminum <br /> foil, and fiberglass at CHSL since 1980. The chemicals were apparently <br /> shavings from insulation board manufactured at a nearby Celotex <br /> facility. According to Celotex officials all of the plant's waste <br /> ' material is inert and nonhazardous. PIT was unable to locate <br /> information verifying this assumption. The site was evaluated for <br /> possible inclusion on the EPA's Open Dump Inventory list on June 18, <br /> 1981. A report summarizing this evaluation indicated that site <br /> maintenance personnel and Tracy citizens were concerned about the public <br /> ' health hazard that might arise if these chemicals became airborne (13). <br /> City of Tracy and San Joaquin County officials stated that Celotex only <br /> uses CHSL for sawdust disposal (7). <br /> ' There have been several documented incidents of hazardous waste disposal <br /> at the landfill. According to an inspection report filed by the San <br /> ' Joaquin Local Health District, there was a one-time asbestos dumping <br /> event on March 12, 1982. The amount of asbestos accepted on that date <br /> is not known. According to the report, there has been no evidence of <br /> asbestos disposal at the landfill before or since this one incident (11). <br /> 2-1 <br /> sa/tm/chl/si <br />
