' 1.0 INTRODUCTION <br /> ' This document presents the results of the Solid Waste Assessment Test(SWAT) for the <br /> Corral Hollow Sanitary Landfill located in San Joaquin County, California(see Figure <br /> ' 1). In 1984, the Calderon Bill (AB 3525) was incorporated into the California Water <br /> Code, Section 13273. This legislation requires that all landfill operators perform <br /> ' SWAT programs to determine if hazardous wastes have migrated from their sites. <br /> Specifically,the Calderon Bill requires landfill operators to submit. <br /> ' 1. Results of analyses of surface water and ground water on, under, and within 1 mile <br /> of a solid waste disposal site. The analyses must provide a reliable indication of <br /> ' whether hazardous waste is leaking from the site. <br /> ' 2. Chemical characterization of the soil-pore liquid in areas which are most likely to be <br /> affected by the solid waste disposal site. <br /> ' To assist operators in performing the SWAT program, the State Water Resources <br /> ' Control Board (SWRCB) prepared a SWAT guidance document in March 1986 with <br /> revisions in July and October 1986. In accordance with the guidelines, a SWAT <br /> Proposal and Ground-Water Monitoring Plan was submitted to the Regional Water <br /> ' Quality Control Board(RWQCB) in February 1988. The proposal and monitoring plan <br /> were subsequently approved with modifications. <br /> ' <br /> One deep boring (MW-1)was drilled in October 1987 before the submittal of the SWAT <br /> ' Proposal and ground-water monitoring plan. The boring encountered ground water, <br /> believed to belong to the regional aquifer, at a depth of approxiinately 250 feet and was <br /> ' converted to a monitoring well. This monitoring well has been incorporated into the <br /> present monitoring sytem as a deep downgradient well. Two vadose zone soil samples <br /> were collected from the boring at depths of 20 and 200 feet below the ground surface <br /> and analyzed for volatile, semivolatile and nonvolatile organic compounds and <br /> chlorinated pesticides. <br /> EMCON was retained by the County of San Joaquin to conduct the Corral Hollow <br /> ' Sanitary Landfill SWAT in April 1988.
