I. FACILITY OVERVIEW A. INTRODUCTION This Report of Station Information describes the design and operation of the Tracy Materials Recovery and Transfer Facility which will be owned and operated by Tracy Material Recovery & Solid Waste Transfer, Inc. of Tracy, CA. The station is designed for an average material handling of 800 tons per day (tpd), with a peak loading of 1,000 tpd and will serve the City of Tracy and the Southern San Joaquin County area. Refuse and recyclables from the City of Tracy and unincorporated South County area will be brought to the facility for sorting and processing. Recyclables will be transported to vendors and residuals will be transported to a disposal site. The facility will help Tracy and San Joaquin County meet AB 939 goals, remove valuable recyclables from the waste stream and provide refuse transfer capability. Solid waste generated in the City of Tracy and the surrounding unincorporated area is currently disposed of at the Corral Hollow Landfill located on Corral Hollow Road at Interstate 580, approximately five miles southwest of downtown Tracy. The site is owned by San Joaquin County. The County Public Works Department operates the site which receives approximately 1,200 cubic yards of waste six days per week from the South County region and 40 cubic yards from outside the County consisting of residential, commercial and industrial solid waste. The Corral Hollow Landfill is anticipated to reach capacity by 1995. A new landfill, if sited, will not, in all probability, be ready for use in 1995. Waste would most likely have to be transported to the Foothill Sanitary Landfill or North County Sanitary Landfill in northern San Joaquin County approximately 45 miles, one way, from the City of Tracy or to the Loveless Transfer Station located in Stockton. Without a materials recovery and transfer facility, the waste would be hauled this distance by commercial collection vehicles and private residents. This facility will allow the waste to be transported in trailers with 20 to 25 ton capacity thus decreasing the number of vehicle trips necessary. In addition to the transfer capability of the facility, a materials recovery and recycling program consisting of the removal from the waste stream of aluminum, glass, paper, metals, wood, cardboard, plastics and yard waste will be conducted.
