4. ROADS <br /> All on-site roads and vehicle routes will be paved with either asphalt concrete or portland cement <br /> concrete and will provide all-weather access. A Geotechnical Investigation for the facility has <br /> been done by RGH Geotechnical and Environmental Consultants. Based on near-surface soil <br /> samples and R-value testing, pavement sections have been designed both heavy truck traffic and <br /> lighter vehicle h*affic. The assumed Traffic Indices (TI) of 7.0 for heavy truck traffic and 4.5 <br /> for parking lot lanes and driveways, are assumed to be representative of the anticipated traffic. <br /> Pavement thicknesses were computed using Method 301 F of the CalTrans Highway Design <br /> Manual and are based on a pavement life of 20 years. Pavement sections have been designed <br /> as follows: <br /> Heavy Truck Lanes 3.5 inches asphalt concrete over 16 inches Class 2 <br /> aggregate base <br /> Parking Lots/Driveways 2.5 inches asphalt concrete over 9 inches Class 2 aggregate <br /> base <br /> 5. VISUAL SCREENING <br /> The areas open to the public at the station will be aesthetically acceptable through landscaping <br /> and station cleaning and other dust and litter control activities. Landscaping will be placed along <br /> MacArthur Drive and adjacent to the gatehouse and office/maintenance facilities as indicated on <br /> Figure 6. Slopes disturbed during construction or operation will be reseeded with native grasses. <br /> Station cleaning includes loose materials and litter cleanup, container cleaning and housekeeping <br /> activities. Station controls which help maintain an aesthetically acceptable environment include <br /> dust, vector and bird, and litter control activities. <br /> C OP ONS <br /> 1. HOURS OF OPERATION <br /> The MRF/Transfer Station plans to operate up to 24 hours per day seven days per week.
