4. ROADS All on-site roads and vehicle routes will be paved with either asphalt concrete or portland cement concrete and will provide all-weather access. A Geotechnical Investigation for the facility has been done by RGH Geotechnical and Environmental Consultants. Based on near-surface soil samples and R-value testing, pavement sections have been designed both heavy truck traffic and lighter vehicle h*affic. The assumed Traffic Indices (TI) of 7.0 for heavy truck traffic and 4.5 for parking lot lanes and driveways, are assumed to be representative of the anticipated traffic. Pavement thicknesses were computed using Method 301 F of the CalTrans Highway Design Manual and are based on a pavement life of 20 years. Pavement sections have been designed as follows: Heavy Truck Lanes 3.5 inches asphalt concrete over 16 inches Class 2 aggregate base Parking Lots/Driveways 2.5 inches asphalt concrete over 9 inches Class 2 aggregate base 5. VISUAL SCREENING The areas open to the public at the station will be aesthetically acceptable through landscaping and station cleaning and other dust and litter control activities. Landscaping will be placed along MacArthur Drive and adjacent to the gatehouse and office/maintenance facilities as indicated on Figure 6. Slopes disturbed during construction or operation will be reseeded with native grasses. Station cleaning includes loose materials and litter cleanup, container cleaning and housekeeping activities. Station controls which help maintain an aesthetically acceptable environment include dust, vector and bird, and litter control activities. C OP ONS 1. HOURS OF OPERATION The MRF/Transfer Station plans to operate up to 24 hours per day seven days per week.
