D. STATION CONTROLS <br /> 1. NUISANCE CONTROL <br /> Due to the remoteness of the site and the proposed maintenance and operational procedures of <br /> the facility, it is unlikely the facility will cause any public nuisance. All tipping floors and <br /> conveyer belts are located indoors to reduce or eliminate any problems associated with litter, <br /> dust, odor or noise. In addition, regular sweeping of the paced roads will minimize any dust <br /> generation. <br /> 2. DUST CONTROL <br /> Dust will be controlled by restricting unloading operations to the interior of the transfer/MRF <br /> building. The majority of the open areas around processing buildings will be paved and <br /> landscaped with appropriate cover material. The tipping floor shall be washed down periodically <br /> to reduce dust and residue build-up. All employees in the MRF shall wear the proper personal <br /> protective equipment and the building shall be properly ventilated in accordance with the <br /> Uniform Building Code (UBC). Dust in the trailer loading area will be controlled using a <br /> misting system. <br /> 3. VECTOR AND BIRD CONTROL <br /> Vectors and birds will be controlled by good housekeeping and proper facility operation. <br /> Typically municipal solid wastes will be stored at the station for no more than a maximum of <br /> 48 hours. Normal storage time at the site is typically no more than a few hours. Insects, <br /> rodents or other vectors are not expected to pose problems because the waste will be rotated <br /> frequently. Transfer vehicles will be cleaned out periodically to reduce the accumulation of <br /> waste material which could harbor vectors. Transfer vehicles and trailers will be washed on a <br /> weekly basis. The potential for nuisance birds will be controlled by an effective litter program <br /> and keeping all stored materials under cover. <br /> 4. DRAINAGE CONTROL <br /> Storm water runoff from all areas except the wood storage and yard waste composting area will <br /> drain to an on-site retention pond.
