4. DRAINAGE CONTROL <br /> Storm water runoff from all areas except the wood storage and yard waste composting area will <br /> drain to an on-site retention pond. Runoff will be collected via surface swales and ditches and <br /> an underground storm drainage system. The storm drainage system will be designed for the 10 <br /> year storm per San Joaquin County Storm Drainage Design Standards. The retention pond will <br /> be sized to contain 200 percent of the computed volume of runoff from the 10 year/24-hour <br /> storm. The pond shall also be designed to empty by percolation and evaporation 100 hundred <br /> percent of the required volume of storage within 10 days. <br /> Storm water runoff from the wood storage and yard waste compost area will drain to an on-site <br /> lined evaporation pond. This pond will have a single clay liner with a permeability of 1 x IW <br /> cm per second or less and will be sized for the 100 year/24-hour storm. <br /> Water used for periodic wash down of the MRF/Transfer Station floor will be collected and <br /> directed to holding tanks for temporary storage. Holding tank(s) will be located outside the <br /> building in the paved area for easy access. Water will be pumped out as necessary and hauled <br /> to a local treatment facility or other approved facility for disposal. Testing will be done to <br /> insure compliance with any treatment standards prior to disposal. <br /> Water from the truck wash areas will be collected and discharged to a three stage sand and <br /> grease separator. Discharge from the separator will be directed to the on-site sewage disposal <br /> system that will consist of a septic tank and leach field designed and constructed in accordance <br /> with County of San Joaquin Public Health Services (Environmental Health Division) standards. <br /> 5. LITTER CONTROL <br /> All litter will be contained within the facility boundaries. Litter will be controlled by fences in <br /> strategic locations and around the entire perimeter of the site and by an aggressive program of <br /> litter pickup. Litter pick-up will be preformed by facility personnel. Vehicles will unload <br /> material inside the MRF/Transfer Building directly dumping onto the tipping floor minimizing <br /> the amount of litter generated. Additionally, transfer vehicles, roll-off boxes, etc. will be <br /> covered to prevent windblown litter while traveling on roadways.
