Table -1 San Joaquin County Council of Governments Population Estimates (1 - 2010)
Poulati1990 2010
Incorporated Tracts 33,392 50,532
Unincorporated Tracts 8,913 83,358
TPA Total 42,305 133,890
It is important to note that the limited population growth reported for the City of Tracy
(incorporated tracts) is due to City boundary constraints. The population growth reported for
the unincorporated tracts is largely due to the expansion of the Tracy population beyond City
boundaries. Throughout the remainder of this section, the region which includes the City of
Tracy and the anticipated population expansion in the vicinity of the City is referred to as the
Tracy Area. Areas of the TPA not expected to experience the anticipated population growth
indicated above are referred to as Rural Unincorporated County.
For the purpose of this analysis, population growth estimates for the Tracy Area and the Rural
Unincorporated County rely on total COG population projections for the TPA and on the San
Joaquin County SRRE estimates for the rural population growth rate. The COG population
growth rate estimate for the entire TPA is approximately 6 percent annually. The population
growth for rural areas of the TPA is estimated to increase at a rate of 0.45 percent annually.
The majority of the population growth in the TPA is assumed to take place in the Tracy Area.
Table B-2 summarizes population estimates for the TPA through the planning period.
Table B-2 Population Esihtes for the TPA
Topulation.Region X995 2 2 2010 2015
Tracy Area 33,392 46,363 64,387 89,408 124,140 172,397
Rural Unincorporated 8,913 9,115 9,322 9,534 9,750 9,972
County
TPA Total 42,305 55,478 73,709 98,942 133,890 182,369
LAPROd 1-1.TCY EBA WAMCKNOLOG[ES
DRAFT B-2 December 14,1993
