3. LANDFILL <br /> The Composting Facility is not located on an existing or closed landfill. <br /> C. QUANTITY OF WASTES TO BE ACC <br /> 1. MATERIAL QUANTITIES <br /> The general categories of yard and wood waste anticipated to be received at the Composting <br /> Facility include residential collection from a curbside collection program, commercial/industrial <br /> wood and demolition debris and self-haul. These wastes are currently accepted at the Corral <br /> Hollow Landfill and it is assumed similar materials will be processed by this facility. <br /> A Waste Quantity Projection Analysis was done for the Tracy Planning Area (T?A)to determine <br /> the quantity and composition of solid waste and define waste handling requirements for the <br /> facility. Information utilized to develop waste quantity projections included the City of Tracy <br /> and San Joaquin County Source Reduction and Recycling Elements (S 's), 1990 census data <br /> and discussions with City and County public works and planning departments. Population and <br /> growth estimates for the TPA were based on 1990 census data and projection regarding future <br /> community developments and anticipated population growth for the City of Tracy and adjacent <br /> unincorporated areas. <br /> Waste quantities were projected based on total waste disposed of in 1990, estimated per capita <br /> waste disposal rates, and population projections. Waste quantities disposed of in 1990 were <br /> obtained from records furnished by the San Joaquin County Department of Public Works who <br /> currently operate the Corral Hollow Landfill and records incoming waste by volumetric <br /> estimates. Volumetric conversion to tons is based on the County conversion factor of 0.1838 <br /> tons per cubic yard which was derived from volume and weight measures from other County <br /> facilities (Loveless Transfer Station). <br /> For the Composting Facility, the total annual amount of mixed yard and wood wastes in tons <br /> were projected as follows: <br /> UPROJECT139rYURPRO-4.TCY December 15, 1993 <br /> 5 <br />
