Estimated quantities and types of material anticipated to be received at the Composting Facility <br /> are described in Section I.C. of this report. Descriptions of each process are also described <br /> elsewhere in this report. <br /> 4. FACILXrY CON STRUCnON <br /> The facility construction for the entire MRF/Transfer Facility is shown on the Preliminary <br /> Development Plans in Section 3. The proposed layout and details of the Composting Facility <br /> is shown on Figures 7 and 8 in Appendix A as described above. As shown on Figure 7, <br /> unloading, processing and storage areas are indicated. Unloading areas for commercial and self- <br /> haul vehicles are separated with commercial vehicles on the east side and self-haul vehicles on <br /> the south side. Material processing that includes grinding, screening and material transfer will <br /> occur in the middle of the pad, away from the unloading area for safety. Windrowing and final <br /> curing will occur adjacent to the processing area also away from the unloading to separate and <br /> reduce conflicts with equipment operations and vehicle unloading. Equipment used at the <br /> Composting Facility will consist of a loader, a self propelled windrow turning machine, screener <br /> and a tub grinder. As shown on Figure 7, the various composting operations and equipment <br /> locations are sufficiently separated to provide for safe handling. <br /> Drainage control systems and proposed utilities for the Composting Facility are shown of <br /> Figures 4 and 5 and are described qlsewhere in this report. <br /> 'OkV0,M q WaWz- dt"Sylu- <br /> 5. GRADING PLAN <br /> Grading and drainage for the facility including the Composting Facility is shown on Figure 4 <br /> and Sheet 3. The compost pad will drain via surface swales at a minimum grade of I percent <br /> to a lined evaporation pond. The pond will contain all runoff from the compost pad and will <br /> either be reused in the composting/processing operations or evaporated. <br /> 6. PAD COMPOSITION AND DIMENSIONS <br /> All composting operations with the exception of some wood storage and loadout will occur on <br /> the paved compost pad. Figure 8 shows the proposed construction details for the compost pad <br /> and lined evaporation pond. The pad will be constructed of a minimum 6 inches reinforced <br /> concrete over a minimum 8 inches aggregate base compacted to 95 percent relative compaction. <br /> Pad dimensions for the initial construction will be 200 feet by 300 feet with expansion to occur <br /> to the north as necessary for increased material volumes. <br /> LIPROJECT/3971MIRFIRCI14.TCY December 15, 1993 <br />
