A description of sampling collection techniques and equipment, sample preservation and
shipment, analytical procedures and chain of custody control is included in the Sample and
Analysis Plan in Appendix D of this report.
2. MONITORING OF COMPOST END PRODUCT
The compost material end product will be monitored to ensure that all products meet the
performance standards of Title 14, Chapter 3.1, Article 4. One composite sample of finished
compost will be collected and analyzed for every 5,000 cubic yards (approximately 2,000 tons)
of compost produced. Samples will be analyzed for metal concentrations and for pathogen
reduction criteria. Metal analysis shall be per 40 CFR part 503.13(b)(3) for the following
metals:
Constituent Maximum Concentration Allowed
(mg/kg) on dry weight basis
Arsenic (As) 41
Cadmium (Cd) 39
• Chromium (Cr) 1200
Copper (Cu) 1500
Lead (Pb) 300
Mercury (Hg) 17
Molybdenum (Mo) 18
Nickel (Ni) 420
Selenium (Se) 36
Zinc (Zn) 2800
To meet the pathogen reduction criteria, finished compost shall also be analyzed for fecal
coliform which shall be less than't,000 Most Probable Number per gram of total solids (dry
weight basis), or Salmonella sp. bacteria which shall be less than three Most Probable Number
per four grams of total solids (dry weight basis)
3. WINDROW MONITORING
Compost windrows will be closely monitored and aerated to maintain aerobic conditions for
optimum decomposition rates. At least one perature reading per every 100 feet of windrow
. or 250 cubic yards (approximately 7 tons) of active compost will be recorded daily.
L:/PR0JF.Cr/397/MRF/RC14.TCY December 15, 1993
16
