II. FINAL POSTCLOSURE MAINTENANCE COSTS <br /> Assembly Bill 337, is an act to amend Section 43501 of, and to add <br /> to Sections 40131.5 and 43501. 5, the Public Resources Code, <br /> relating to solid waste. This bill allows a County or City to base <br /> its estimate of closure and Postclosure maintenance costs on County <br /> or City employees performing the work on a County or City owned <br /> landfill. As a result, the cost estimates in the Corral Hollow <br /> Closure and Postclosure Plans are based on closure activities being <br /> performed by County employees. Postclosure Maintenance costs are <br /> estimated on an annual basis. <br /> 1.0 REVEGETATION <br /> Assuming that approximately jj acres of the landfilled area will <br /> require annual fertilization and replanting with bromme grass to <br /> revegetate poorly established areas. Irrigation would not be <br /> required. The cost for seed, fertilizer, mulch, and application is <br /> estimated at $1000 per acre. <br /> COST <br /> ($1000 x 5 AC) = 5, 000 <br /> 2.0 LEACHATE MANAGEMENT <br /> Due to the conditions mentioned in section 2.1, a leachate control <br /> system is not feasible or necessary and will not be installed at <br /> the Corral Hollow Sanitary Landfill. As a result, a cost for <br /> annual monitoring of leachate cannot be included. <br /> 3.0 LANDFILL GAS MANAGEMENT <br /> Costs would include quarterly sampling of 7 monitoring wells. <br /> Estimated cost for monitoring and maintenance of the gas monitoring <br /> and control systems is shown below. Assuming the County had to <br /> replace one well - every 10 years, approximately $1, 000 per year <br /> would be needed for replacement and minor repairs. <br /> A landfill gas control system will be installed at the site only <br /> after sufficient verification monitoring results show gas levels <br /> which are out of compliance. Estimated cost to install a gas <br /> control system at the Corral Hollow Landfill is included in the <br /> Final Closure Plan. <br /> COST <br /> Monitoring (Sampling $250 x 4) $ 1,000 <br /> (Reporting 525j0_x4) $ 1,000 <br /> Maintenance 1—it-000 <br /> TOTAL $ 3,000 <br />
