( i) Underdrains and temporary diversion ditches utilized during <br /> the operating phase of the site shall not be included in the final <br /> drainage design. <br /> (1) Surface diversion features shall be used in lieu of these <br /> structures for the closure and postclosure maintenance period. <br /> (2) Underdrains utilized to control surface water during the <br /> operating life of the site shall be permanently sealed during <br /> closure. <br /> (j ) Any drainage layer in the final cover shall be designed and <br /> constructed to intersect with the final drainage system. <br /> NOTE: Authority cited: Sections 40502 and 43020, Public <br /> Resources Code, and 66796.22 (4) , Government Code. Reference: <br /> Sections 43021, Public Resources Code, and 66796.22 (d) , <br /> Government Code. <br /> Section 17779. Slope Protection and Erosion Control <br /> (a) The operator shall develop and implement procedures to protect <br /> the integrity of the final cover and enhance its ability to prevent <br /> erosion and minimize soil erosion from disturbed areas on-site. <br /> (b) The procedures developed shall be designed by a registered <br /> civil engineer or certified engineering geologist. <br /> (c) To the extent feasible, based on site-specific factors, <br /> initial vegetation efforts shall be implemented in the beginning <br /> of the rainy season to aid in the germination of seed and ,_the <br /> establishment of plant growth. <br /> (d) To the extent feasible, based on site-specific factors, slope <br /> protection and erosion control methods _ shall be -. implemented <br /> pursuant to Section 17764 of this Article. , <br /> (e) Establishment and maintenance of a vegetative cover shall be <br /> developed according to the postclosure land use., The following <br /> . .plant species selection criteria shall be addressed: <br /> (1) Rooting depth of any vegetation growing on the cover shall <br /> not exceed the depth to the material which functions as a barrier <br /> layer pursuant to the final cover design in Section 17773 of this <br /> Article; <br /> (2) Tolerance of final cover vegetative layer soil conditions and <br /> the effects of landfill gas; j <br /> (3) Resistance to fire, diseases, and insects and other pests; <br /> (4) Adaptability to site climate (sunshine, exposure, temperature, <br /> rainfall, drought, , wind) ; , <br /> (5) Rapidity of germination and growth; <br /> (6) Self-propagation and persistence; <br /> (7) High percentage of surface coverage; <br /> (8) Low long-term maintenance. needs; and <br /> (9) Irrigation of vegetation in accordance with Section 17781 of <br /> this Article. <br /> III 7 .8-23 (6/18/90) <br />
