FOUNDATION LAYER <br /> The foundation layer is the first layer of the final landfill <br /> cover. It consists of on-site soils compacted to a minimum of 90% <br /> relative maximum dry density. Compaction was achieved by County <br /> forces using a Caterpillar model 825C sheepsfoot compactor. <br /> Kleinfelder performed all moisture-density testing for the <br /> foundation layer. Please refer to the Kleinfelder Final CQA Report <br /> included as Appendix A for foundation layer moisture-density test <br /> data. The foundation layer is a minimum of two feet thick. The <br /> foundation layer sets the slope grades for the clay barrier layer <br /> and vegetative layer. Grades for the foundation layer were <br /> verified by a topographic survey performed by A. R. Sanguinetti and <br /> Associates for the County (Drawing 1) . <br /> CLAY BARRIER LAYER <br /> The clay barrier layer is the second layer of the final cover, and <br /> directly overlies the foundation layer. The clay barrier layer <br /> consists of select soil from Granite Construction Company's quarry <br /> mixed with red clay from the same quarry. The clay barrier layer <br /> has a minimum thickness of one foot. <br /> The clay barrier layer portion of the final cover construction is <br /> certified by Kleinfelder, Inc. in their Final CQA Report referenced <br /> 9 <br />
