It is owned by the
County of San Joaquin as a Class III landfill in accordance with
Solid Waste Facility Permit Number 39-AA-0005 issued by the San
Joaquin County Public Health Department and Waste Discharge
Requirements Order Number 94-259, issued by the State of California
Regional Water Quality Control Board, Central Valley Region. These
documents establish standards for the entire landfill which
consists of 6 parcels totaling 57 .711 acres. Approximately 41
acres were utilized for landfill operations. The remaining areas
are comprised of setbacks, roads, and drainage facilities.
Aft
San Joaquin County closed the site on May 27, 1995. Upon final
approval of the site's closure plan by the California Integrated
Waste Management Board (CIWMB) in a letter dated August 10, 1995,
the County contracted for construction of the site's final cover
with Granite Construction Company. The project consisted of
placing final cover over the entire landfill to bring the site to
final grades, and construction of drainage facilities for the site.
The final cover consists of a two foot thick foundation layer, a
one foot thick clay barrier layer, and a one foot thick vegetative
layer. Drainage facilities consist of slope intercept berms and
ditches, and bottom perimeter ditches which convey storm water
runoff to both of the two detention basins.
1
