r r
LFG can move through soils, especially through sandy layers that exist at the site. Movement
through soils can remove the odorous compounds of LFG, such that the LFG can be detected only
with the proper test equipment.
The Engineer on-site shall verify that the space above the excavated trench, which is the space
occupied by the backhoe operator, meets OSHA requirements for oxygen and combustible gas
using portable electronic test equipment designed for that purpose.
Contractor shall not perform work that involves heat sources (such as welding equipment) or any
other work that generates temperatures that could ignite methane, unless the safety of the area has
been verified by the Contractor.
Refuse
Direct contact with refuse: The landfill contains household refuse, demolition debris, tree
trimmings, and miscellaneous refuse. To the best knowledge of the Owner, hazardous materials
have not been disposed at the site. However, material that is currently defined as hazardous waste
(paint, insecticides, etc.)may have been included in household waste disposed at the site.
Potential hazards associated with the direct contact with refuse include:
1. Biological infection
2. Contact with household hazardous waste
Unidentified Drums: Unidentified drums may be present on-site. If drums are uncovered during
excavation, the area shall be cordoned off and the CIWMB and EHD officers notified. The area
shall be flagged and excluded from the work zone until the drum can be better characterized. At
no time shall workers attempt to remove/handle any such item. If any suspicious odors or other
materials are observed by workers, the suspect debris and/or source shall be cordoned off and
CIWMB and EHD shall be contacted to conduct air monitoring or other identification as
appropriate.
Trench Excavation Safety Plan
Entering of test pits, regardless of depth, is prohibited. The characterization of materials
encountered shall be performed by inspection above original grade following backhoe excavation.
The soil and the refuse(if encountered) shall be separately stockpiled. The two materials (soil and
refuse) shall not be commingled. The maximum depth of excavation is limited to the depth that
the backhoe operator can reach (approximately 18 feet).
After characterization of the excavated materials, the refuse shall be placed back into hole at the
same elevations from which it was encountered. Additional backfill soil, if required, shall be
