PURPOSE
The purpose of the postclosure maintenance plan (PCMP) addendum is to present the
postclosure maintenance tasks for the extended closure cap at the north eastern side of
Corral Hollow Sanitary Landfill (CHSL) and to update the plan to include environmental
control improvements since closure in 1996. Sections of the original PCMP that have
been impacted by the closure cap extension project have been amended in this
document in compliance with Title 27 Section 21840. This document follows the
organization of the initial Postclosure Maintenance Plan certified November 18, 1992.
BACKGROUND
CHSL is located at 31130 South Corral Hollow Road, in southern San Joaquin County,
approximately five miles south of the City of Tracy, at the intersection of Interstate 580
and Corral Hollow Road (Figure 1). CHSL covers approximately 58 acres, of which 43
acres was permitted disposal area. In 1996, CHSL was certified closed with the
installation of the closure cap, landfill gas (LFG) migration monitoring wells, and
installation of groundwater monitoring wells. The closure cap consists of a 2 to 6 foot
foundation layer under a 1 foot minimum thick, low permeability soil layer, covered by a 1
foot thick vegetative surface layer. Since 1996, CHSL has been under postclosure
maintenance.
Abutting the North eastern property line of CHSL, a 20- foot wide easement runs through
the landfill. The County has granted the easement to Shell Oil. A high pressure oil
pipeline was installed in that easement 1967 prior to the closure of CHSL.
In 2005, the County investigated potential causes for possible slight impacts at shallow
aquifer monitoring well MW-4. This investigation revealed the presence of refuse beyond
the closure cap, under the drainage ditch and adjacent to the landfill access road.
Delineation of the extent of refuse beyond the closure cap was completed in July 2006.
Extension of the closure cap Is anticipated during spring and summer of 2012.
Postclosure Maintenance Plan Addendum San Joaquin County
Corral Hollow Sanitary Landfill 1 Department of Public Works
Revised October 6,2011 Solid Waste Division
