3.3 LANDFILL GAS <br /> 3.3.A Landfill Gas Migration Monitoring <br /> There is no change in reporting requirements for landfill gas migration <br /> monitoring due to the extension of the closure cap. Reporting will include <br /> data from the two additional LFG migration monitoring planned for 2013. <br /> 3.3.13 Landfill Gas Collection <br /> Per the SJVAPCD permit, the operating temperature and flow rate of the <br /> flare are recorded continuously. LFG collection system's adjustments and <br /> .' flare station's maintenance are logged. Reports are made to SJVAPCD in <br /> accordance with the permit conditions. Records are stored for a minimum <br /> five years as required. <br /> 4.0 POSTCLOSURE LAND USE <br /> The closure cap extension area will be un-improved open grassland. There is no <br /> change in postclosure land use due to the extension of the closure cap. <br /> 5.0 MONITORING AND MAINTENANCE <br /> 5.1 FINAL COVER <br /> 5.1.A General <br /> There are no significant changes for the final cover monitoring of the additional <br /> area. The closure cap extension area is less than one percent of the closed <br /> area of CHSL. The final cover monitoring of the closure cap extension area will <br /> be part of the site's final cover monitoring. <br /> The Count will aerial-survey the entire landfill including the closure cap <br /> Y Y <br /> extension area at the conclusion of the closure cap extension project. Aerial <br /> survey will be done every five years when needed to monitor landfill settlement. <br /> The emissions from the final cover will be monitored in accordance with Title 17 <br /> Section 9547 (c) and Title 27 Section 21090 (a) (4) (A). <br /> Penetrations through the cover, if any, will either be repaired by restoring the <br /> geomembrane or by installing materials that provide the equivalent of one-foot <br /> of 10-6 cm/sec material.
