Corral Hollow LFG System Audit and Upgrade Report <br /> o An Operations Procedures Document (OPD) that describes steps to be taken to <br /> operate, monitor and maintain the GCCS to ensure that LFG extraction is ' <br /> continuously optimized. This OPD report, prepared in response to Task No. 2.c. <br /> of the CDO, is provided in Appendix B. <br /> Although not a requirement of the CDO, this Report also provides recommendations for GCCS 1 <br /> system enhancements, as necessary, to ensure that adequate VOC control may be achieved to <br /> meet regulatory requirements, including addressing concerns set forth in the CDO. , <br /> SOURCE CONTROL BACKGROUND <br /> General Site Information ' <br /> The Corral Hollow Landfill is a closed Class III landfill owned and operated by the County and ' <br /> is located at 31130 South Corral Hollow Road, in Tracy, California. The closed Site is permitted <br /> under Solid Waste Facility Permit(SWFP)No. 39-AA-0005. <br /> The closed waste disposal area is single unlined waste management unit (WMU) approximately , <br /> 45 acres in area within the 58-acre property. <br /> Refuse disposal began in the area of the CHLF in the 1950's. The Site was operated by the City ' <br /> of Tracy from 1946 to 1991 at which point the County assumed full ownership and operational <br /> responsibility. , <br /> The County ceased accepting waste in 1995 and formal closure was completed in 1996. <br /> Approximately 500,000 tons of municipal solid waste (MSW) were disposed of at the Site over ' <br /> this period (CalRecycle Solid Waste Information System [SWIS] database). <br /> Surface elevations of the current landfill area range from about 250 feet mean sea level (MSL) at ' <br /> the toe of refuse side slopes to approximately 345 feet MSL at the top deck. Side slopes of the <br /> closed area of the Site are generally 5:1 (H:V). A site plan showing property boundaries, current <br /> topography and key site features is provided as Figure 1. <br /> A final cover was installed over 43 acres in 1996 as prescribed in Title 27 of the California Code ' <br /> of Regulations (27 CCR). This cover consists of a foundation layer of soil that varies from 2 to 6 <br /> feet thick, overlain by a low-permeability soil layer that is a minimum of 1-foot thick. The low- , <br /> permeability soil is an engineered mixture of selected soil and red clay. A nominal 1-foot thick <br /> vegetative layer of compacted soil was placed over the low-permeability soil, and the completed <br /> surface was hydroseeded after placement. ' <br /> Investigation by the County in 2007 revealed that an additional 1.6 acre area contained refuse but <br /> was not enclosed within the final cover area. In addition, refuse was found to extend beyond the <br /> County property into property now owned by the State of California and administered by the <br /> Department of Transportation (Caltrans). Closure of this additional area, comprised of both <br /> County and Caltrans property, includes an engineered alternative cover consisting of a vegetated ' <br /> soil layer, geomembrane, geocomposite drainage layer, and foundation soils to meet the <br /> 2 December 2013 <br />
