Non-water Release Corrective Action Plan <br /> Corral Hollow Sanitary Landfill <br /> • Combustion residue in landfill gas extraction wells and/or headers; <br /> • Increase in gas temperature in the extraction system (above 140' Fahrenheit); or <br /> • Temperatures in excess of 170' Fahrenheit. <br /> A subsurface fire by using CO analysis can be performed at each well using portable detection <br /> equipment <br /> CalRecycle's BMPs consider levels of CO in excess of 1,000 ppm to be a positive indication of an <br /> active underground landfill fire. Levels of CO between 100 and 1,000 ppm are viewed as <br /> suspicious and require further air and temperature monitoring. Levels between 10 and 100 <br /> ppm may be an indication of a fire but active combustion is not present. <br /> Due to the landfill gas extraction systems at the CHSL, subsurface fires are considered a <br /> reasonably foreseeable casual event and therefore mitigation measures were evaluated as part <br /> of this NWRCAP. <br /> 4.3.2 Wildfires <br /> • Wildfires have been documented to destroy or damage landfill monitoring systems, vegetation, <br /> and irrigation systems. Damage to these systems can affect the integrity of the cover, drainage <br /> systems, and conveyance systems. The potential damage is dependent on such things as <br /> whether protective measures, such as adequate fire breaks, are provided. The potential <br /> damage to a landfill caused by wildfires can vary significantly depending on the facility location, <br /> surrounding terrain, and local weather conditions. <br /> CalRecycle's BMP guidelines recognize the Department of Forestry and Fire Protection (Cal Fire) <br /> and local fire agencies for potential fire hazards. Landfills located within or adjacent to <br /> moderate/medium or high/very high fire hazard zones, should be evaluated for potential <br /> damage due to wildfire. Review of Cal Fire's Fire Hazard Severity Zone map for San Joaquin <br /> County shows that the CHSL falls under the responsibility of the local fire jurisdiction (see <br /> Appendix E) and is within an area of moderate fire hazard severity. <br /> Due to the location of the CHSL, and designation of moderate fire hazard severity, wildfires are <br /> considered a reasonably foreseeable causal event for this facility and therefore mitigation <br /> measures were evaluated as part of this NWRCAP. <br /> • <br /> 14 Geo-Logic <br /> ASSOCIATES <br />
