r - <br />A significant factor in the schedule is whether the County can gain access to the neighboring <br />properties to perform the proposed investigation. The County intends that the driller will be <br />scheduled after the issue of access is resolved. <br />Usually, engaging a drilling contractor requires a competitive bid through San Joaquin County's <br />Purchasing Department. To reduce the time needed, Shaw will invite competitive bids from pre- <br />qualified bidders. San Joaquin County's Public works Department (Solid Waste Division) will <br />ask the County Purchasing Department to issue a Purchase Order to the driller with the lowest <br />bid, an approach approved by the Purchasing Department. <br />Assuming approval by RWQCB staff and the staff of the San Joaquin County Environmental <br />Health Department, and after receiving permission to enter the neighboring properties to perform <br />the investigation, the following schedule is proposed: <br />• Two weeks to obtain bids from pre -qualified bidders. Access to the neighboring <br />properties will determine the number of off-site samples that can be taken. <br />• Two weeks to issue a Purchase Order by the Purchasing Department. Application for <br />drilling permits and locating underground utilities will occur concurrently. <br />• Two week to schedule the drill rig. <br />• Three weeks to sample the groundwater and soil gas in the bore holes, and install the <br />permanent groundwater monitoring wells. <br />• Three weeks for soil gas and groundwater analysis.
