At both landfills our assessment is that the likely
foreseeable scenario requiring corrective action is impact to groundwater by landfill gas.
Therefore, the proposed remediation scenarios, for the purpose of financial assurance, are
implementation of additional landfill gas control. The revisions include the cost for delineating a
contaminant plume and the infrastructure to support additional landfill gas wells.
Please review the enclosed estimates, and if you find them reasonable, we would greatly
appreciate a letter stating this for our transmittal to the California Integrated Waste Management
Board (CIWMB). In the past, CIWMB staff has required a letter from Regional Water Quality
Control Board staff stating whether estimated costs appear reasonable. Concurrence with the
magnitude of the estimate will also allow us to evaluate our options for financial assurance.
Please contact me at (209) 468-8504 with any questions.
Sincerely,
czlaz(
W.
