Box 1810 <br /> Stockton, CA 95201 <br /> NOTICE OF VIOLATION - REVIEW AND COMMENTS OF FOURTH QUARTER AND <br /> ANNUAL 2006 GROUNDWATER AND SURFACE WATER MONITORING REPORT, <br /> CORRAL HOLLOW SANITARY LANDFILL, SAN JOAQUIN COUNTY. <br /> The Regional Water Quality Control Board (Regional Water Board) staff has reviewed the <br /> Fourth Quarter and Annual 2006 Groundwater and Surface Water Monitoring Report for the <br /> Corral Hollow Sanitary Landfill (CHSL). The report was submitted as required by Monitoring <br /> and Reporting Program (MRP) No. 5-01-176. San Joaquin County Public Works owns and <br /> operates the CHSL. Staff's review of the current report has determined the Discharger is in <br /> violation of WDRs No. 5-01-176, Prohibition A.4. and A.5., and Facility Specification DA with <br /> the release of gas and leachate from the landfill, and the degradation of groundwater (see <br /> attached checklist). The Discharger is also in violation of MRP No. 5-01-176, Section D.2. for <br /> not graphing unsaturated zone monitoring parameters as required. <br /> Field data sheets for gas well monitoring were not included as part of the Annual report. Table <br /> 3 of the report presents methane gas content only and no vapor readings for shallow or middle <br /> probes for the majority of wells. Methane (CH4) was recorded at 0% throughout the gas wells <br /> measured, yet concentrations of LFG were noted in all seven gas wells. Carbon Dioxide (CO2) <br /> measurements are not presented in Table 3. Concentrations of VOCs detected in the gas <br /> wells, indicates a continued LFG release into the unsaturated zone, which constitutes a threat <br /> to groundwater quality and a violation of the WDRs. <br /> Based on the 31 January 2007 meeting with San Joaquin County Public Works, it is staffs <br /> understanding that groundwater can be measured in some gas wells at the site.
