We <br />agree with all your comments/concerns and suggestions and would like to offer our <br />assistance in anyway possible to remedy the on-going issues at this site so as to protect <br />the health and safety of the environment as well as the public. <br />I have always been concerned regarding the plugged probes at this site and had relayed my <br />concerns to the LEA staff. As a matter of fact, we did a video bore demonstration at this <br />site in one of the probes suspected of being plugged, and encountered water towards the <br />bottom of the probe within the screen depth. So, I agree that gas issues at this site <br />(even with the active system currently at this site) might need to be investigated (due to <br />lack of adequate/proper monitoring probes) and based on the investigation to determine <br />whether gas migration (laterally and vertically downward) is causing problems to the <br />environment and H&S of the public. <br />The waste discovered in late 2005 that was outside of the already closed portion of the <br />landfill and the investigation conducted by the Operator appears to be on-going. I <br />suggest that the Operator to follow a timeline set by RWQCB and remedy the issues as soon <br />as possible. Just to let you know (which you might know already), in that portion of the <br />site which had been thought to have been closed, undermining of the drainage channel (half <br />pipes) revealed that runoff was infiltrating into that area and most likely had come in <br />contact with waste leading to suspected contamination of surface and groundwater. <br />Todd, please let's all know if you think a site visit along with a meeting with all <br />involved would assist in expediting the adequate remediation of the on-going issues at <br />this site. I required SJC to move from corrective action into an <br />evaluation monitoring program that will encompass additional wells in the vicinity of GW -2 <br />and GW -6 along with a boring program to delineate LFG northwest, northeast, and southeast <br />of the CHSL. SJC has submitted a plan, but was required to amend the plan to investigate <br />further. <br />1 <br />
