J.S.Department Y , <br /> of Transportation Commander Bldg. 10, Rm. 214 <br /> -7 11th Coast Guard Dist Coast Guard Island <br /> United State Alameda, CA 94501-5100 <br /> Coast Guard <br /> (415) 437-3515 <br /> lea <br /> OCT <br /> OCT <br /> -, 1989 <br /> PUBLIC NOTICE 11-72 <br /> J PROPOSED CONSTRUCTION OF A FIXED BRIDGE OVER <br /> FRENCH CAMP SLOUGH, MILE 1.8,E <br /> IN STOCKTOON SAN JOAQUIN COUNTY, CALIFORNIA <br /> PURPOSE: The purpose of this notice is to solicit public comment on a proposal to <br /> construct a fixed bridge over French Camp Slough, mile 1.8, at Stockton, CA. <br /> PROPOSAL: Lyon Communities, Inc., 1631 North First Street, Suite 100, San Jose, CA <br /> 95112, through their agent Thompson-Hysell Engineers/DMJM has applied for a permit <br /> to construct a 344 foot long, 76 foot wide fixed bridge. The proposed bridge will <br /> be a new 4-lane highway extension of Downing Avenue from the I-5 interchange, over <br /> French Camp Slough and will eventually become the major entry into the Weston Ranch <br /> Development. The City of Stockton will assume ownership of the bridge upon its <br /> completion. <br /> NAVIGATION: The proposed fixed bridge would be located on French Camp Slough, 1.8 <br /> miles above the confluence of the slough and the San Joaquin River at mile 42.95. <br /> There is no known commercial navigation on French Camp Slough. There is a small <br /> amount of recreational traffic consisting of small fishing boats, canoes and jet <br /> skis. The maximum water depth at the bridge site is 3.5 feet at Mean Lower Low <br /> Water (MLLW). The proposed bridge would provide 36.8 feet horizontal clearance <br /> between bents and vertical clearance of 18.2 feet over Mean Lower Low Water (MLLW) <br /> and 15.5 feet over Mean High Water (MHW) . <br /> ENVIRONMENTAL CONSIDERATIONS: The U. S. Coast Guard, lead federal agency for <br /> environmental review for the proposed bridge construction under NEPA, has reviewed <br /> an Environmental Impact Report prepared by Valley Planning Consultants for the <br /> applicant. The U.S. Coast Guard has assessed the environmental impacts of the <br /> bridge construction in accordance with the requirements of the National <br /> Environmental Policy Act of 1969 (Public Law 91-190). The preliminary USCG <br /> Environmental Assessment describes only the impacts (direct, indirect, and <br /> cumulative) resulting from activities within the jurisdiction of the U.S. Coast <br /> Guard. At this time the USCG is finalizing an Environmental Assessment (EA) and <br /> expects to prepare a Findings of No Significant Impact (FONSI), both documents will <br /> be available for review at the above address, Monday through Friday, 7:00 a.m. until <br /> 4:30 p.m. <br /> OTHER APPROVALS: Neither Federal or State funds will be utilized for this project. <br /> In addition to the U.S. Coast Guard, the applicant has informed us that they have <br /> applied for approvals from the U.S. Army Corps of Engineers, California State <br /> Reclamation Board, State Lands Commission, State Water Quality Control Board, State <br /> Department of Fish and Game, and the City of Stockton. The proposed project is not <br /> in the Coastal Zone. <br />
