Purpose and Scope <br /> The Pacific Paperboard Products plant in Stockton, California, generates a wet <br /> solid waste as a result of pulping operations to prepare raw materials for use in <br /> the product line. The purpose of this study is to determine the physical charac- <br /> teristics of these solid wastes and, within the limits of the requirements of state and <br /> local regulatory agencies to identify the chemical composition of liquids coming <br /> ,from the wastes. The results of the study are to be used to answer questions raised <br /> by the City of Stockton regarding these solid wastes and their disposal at the French <br /> Camp disposal site. <br /> The scope of work is described in the following outline; <br /> Inventory; <br /> Identify waste discharge requirements for the French Camp site. <br /> Identify hazardous waste classifications. <br /> Identify solid waste quantities generated from the pulpers and <br /> cleaners on two processing lines. <br /> Visit the City of Stockton landfill site to observe the handling of <br /> solids delivered from Pacific Paperboard Products <br /> Gather two samples of leachate from wastes. Coordinate laboratory <br /> testing of that leachate with the City of Stockton to ensure that the <br /> tests will identify mutually acceptable waste constituents. <br /> Evaluation; <br /> Compare the results of the leachate analysis with hazardous waste <br /> classifications and discharge requirements. Discuss waste solubility <br /> and the potential for problems at the French Camp. disposal site. <br /> Compare wastes with disposal operations and develop a mutually <br /> acceptable delivery system (emphasis to be on documentation by <br /> Pacific Paperboard Products, not hardware or sampling). <br /> Documentation; <br /> Prepare a report which will include; <br />
