HARRELL, Assistant Director <br />RE: Inspection of City of Stockton Refuse Landfill, Manthey Rd., Stockton. <br />DATE: July 22, 1974 <br />Summary: <br />An inspection was made of the City of Stockton refuse landfill by Mr. Cody Begley, <br />R. S. and myself at 9:30 A.M. on Monday, July 22, 1974. The two thirty cubic yard <br />bins at the transfer station were empty and debris in the immediate area of the <br />transfer station appeared to be an accumulation from previous dumping at this site. <br />On the surface of the site household refuse including organic garbage was scattered in <br />isolated areas and two areas showed visible signs of concentrated dumping of household <br />refuse including organic garbage. Trenches were being dug in one area about 10 feet <br />wide and 8 feet deep but no material had been committed to the trenches. <br />Refuse material consisted of lawn and garden trimmings, demolition debris, house- <br />hold waste including food containers and other organic garbage, industrial waste (unident- <br />ifiable), earth fill, etc., which was scattered all over the disposal site. <br />1. The transfer station has been abandoned. <br />2. The disposal site is open to the public seven days a week without any <br />supervision as to material to be accepted for disposal. <br />3. There is no structured pattern of a sanitary landfill in operation at -,-ne <br />present time. <br />4. Disposal on the face of the site encourages clandestine scavenging __"y <br />public which could result in physical injury. <br />5. This site should be operated only as a transfer station for the dis,>c.3al of <br />household refuse excluding garbage and entry to the transfer static's controlled <br />to prohibit access by the public to the main disposal site. <br />6. The disposal site should be operated as a cut and cover sanitary and <br />all material received at the site be dumped directly into trenches for com- <br />paction and cover. <br />7. If the disposal site cannot be operated in a manner that is within the ECaadards <br />for the operation of a sanitary landfill disposal site then it should be closed <br />to all public dumping. <br />Report: <br />1. At time of inspection two pickup trucks were observed dumping debris on the <br />surface of the disposal site. The license numbers were A 63596 and A 31408. <br />The former truck contained 8 garbage cans of household garbage, the latter <br />truck contained four 50 gallon drums of bottles, cans and some food items <br />supposedly picked up from the Southern Liquor Store in Stockton. <br />2. Two areas were being used to receive All kinds of refuse and household garbage. <br />Evidence of commercial disposal of bakery goods was observed. <br />3. A heavy infestation of flies was observed around the refuse on the surface of <br />the site. <br />
