STATE OF CALIFORNIA GEORGE DEUKMEJIAN, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD— `
CENTRAL VALLEY REGION ..
3443 ROUTIER ROAD
SACRAMENTO, CA 95827-3098
 27 November 1989
Mr. Steve Chen
Deputy Public Works Director
City of Stockton
City Hall
Stockton, CA 98202
`p $
EN V1 Rig a4. i
E 7
GROUNDWATER MONITORING INVESTIGATION, FRENCH CAMP LANDFILL, SAN JOAQUIN COUNTY,
STOCKTON (CASE NO. 3032)
We have reviewed your report entitled "Groundwater Monitoring Investigation,
French Camp Landfill, San Joaquin County" dated November 1989. This report shows
a significant water quality impact at monitoring well MW -1. Therefore, a
verification monitoring program must be implemented to determine the extent of
contamination.
The suggested sampling of surface waters around the site should be included in
the verification monitoring program, but further investigation is also warranted.
When it was drilled, MW -1 showed signs of petroleum products on the soil at the
ground water table (Section 3, page 4). This could account for the high benzene,
toluene, xylenes, and ethylbenzene in the ground water samples from MW -1. The
verification monitoring program should include an investigation of this
possibility.
Please submit a proposal for a Verification Monitoring Program, which includes,
but is not limited to, the petroleum product and surface water investigations,
by 1 April 1990. This program will be considered as part of the Report of Waste
Discharge (RWD). The RWD is still due by 1 July 1990, but could be turned in
with the Verification Monitoring Program.
Several of the constituents found in MW -1 are at levels which may need to be
reported under Proposition 65. The San Joaquin County Public Health Service
should be informed so that a determination can be made as to whether a
Proposition 65 notice should be made.
If you have any questions please call me at (916) 361-5737.
K.
